While much of the social and political attention surrounding the nationwide opioid epidemic has focused on the dramatic increase in overdose deaths among white, middle-class, suburban and rural users, the impact of the epidemic in Black communities has largely been unrecognized. Though rates of opioid use at the national scale are higher for whites than they are for Blacks, rates of increase in opioid deaths have been rising more steeply among Blacks than whites over the last five years. Moreover, the (...) rate of opioid overdose deaths among Blacks already exceeds that of whites in several states. The lack of discussion of Black overdose deaths in the national opioid discourse further marginalizes Black people, and is highly consistent with a history of framing the addictions of people of color as deserving of criminal punishment, rather than worthy of medical treatment. This article argues that, because racial inequalities are embedded in American popular and political cultures as well as in medicine, the federal and state governments should develop more culturally targeted programs to benefit Black communities in the opioid crisis. Such programs include the use of faith-based organizations to deliver substance use prevention and treatment services, the inclusion of racial impact assessments in the implementation of drug policy proposals, and the formal consideration of Black people's interaction with the criminal justice system in designing treatment options. New technologies with military applications may demand new modes of governance. In this article, we develop a taxonomy of technology governance forms, outline their strengths, and red-team their weaknesses. In particular, we consider the challenges and opportunities posed by advancing artificial intelligence, which is likely to have substantial dual-use properties. We conclude that subnational governance, though prevalent and mitigating some risks, is insufficient when the individual rewards from societally harmful actions outweigh normative sanctions, as is likely to be the case (...) with AI. Nationally enforced standards are promising ways to govern AI deployment, but they are less viable in the “race-to-the-bottom” environments that are becoming common. When it comes to powerful technologies with military implications, there is only one multilateral option with a strong historical precedent: a non-proliferation plus norms-of-use regime, which we call NPT+. We believe that a non-proliferation regime may, therefore, be the necessary foundation for AI governance. However, AI may exhibit characteristics that would make a non-proliferation regime less effective than it has proven for nuclear weapons. As an alternative, verification-backed restrictions on AI development and use would address more risks, but they face challenges in the case of advanced AI, and we show how these challenges may not have technical solutions. Perhaps more importantly, we show that there is no clear example of major powers restricting the development of a powerful military technology when that technology lacks a ready substitute. We, therefore, turn to a final alternative, International Monopoly, which was the preferred solution of many scholars and policymakers in the early nuclear era. It should be considered again for governing AI: a monopoly would require less-invasive monitoring, though at the possible cost of eroding national sovereignty. Ultimately, we conclude that it is too soon to tell whether a non-proliferation regime, a verification-based regime, or an International Monopoly is most feasible for governing AI. Nonetheless, a variety of policies would yield a high return across all three scenarios, and we conclude by identifying some of these steps that could be taken today. (shrink)

Across the world people in different societies structure their family relationships in many different ways. These relationships become encoded in their languages as kinship terminology, a word set that maps variably onto a vast genealogical grid of kinship categories, each of which could in principle vary independently. But the observed diversity of kinship terminology is considerably smaller than the enormous theoretical design space. For the past century anthropologists have captured this variation in typological schemes with only a small number of (...) model system types. Whether those types exhibit the internal co-selection of parts implicit in their use is an outstanding question, as is the sufficiency of typologies in capturing variation as a whole. We interrogate the coherence of classic kinship typologies using modern statistical approaches and systematic data from a new database, Kinbank. We first survey the canonical types and their assumed patterns of internal and external co-selection, then present two data-driven approaches to assess internal coherence. Our first analysis reveals that across parents’ and ego’s generation, typology has limited predictive value: knowing the system in one generation does not reliably predict the other. Though we detect limited co-selection between generations, “disharmonic” systems are equally common. Second, we represent structural diversity with a novel multidimensional approach we term kinship space. This approach reveals, for ego’s generation, some broad patterning consistent with the canonical typology, but diversity is considerably higher than classical typologies suggest. Our results strongly challenge the descriptive adequacy of the set of canonical kinship types. (shrink)

The equivalence principle has constituted one of the cornerstones of discussions in the foundations of spacetime theories over the past century. However, up to this point the principle has been considered overwhelmingly only within the context of relativistic physics. In this article, we demonstrate that the principle has much broader, super-theoretic significance: to do so, we present a unified framework for understanding the principle in its various guises, applicable to both relativistic and Newtonian contexts. We construct a notion of teleparallelization for Newton-Cartan theory, and show that the teleparallel equivalent of this theory is Newtonian gravity; furthermore, we show that this result is consistent with teleparallelization in general relativity, and can be obtained by null-reducing the teleparallel equivalent of a five-dimensional gravitational wave solution. This work thus strengthens substantially the connections between four theories: Newton-Cartan theory, Newtonian gravitation theory, general relativity, and teleparallel gravity.

The purpose of this paper is to present a very versatile family of logical systems ofpositionalortopologicallogic. Political apologies are commonly imagined as gestures of finality and closure: capstone moments that summate public knowledge. One manifestation of these assumptions is the position that apologies should be timed to come only after appropriate investigation into the wrongdoing has been completed. This article takes a different view, for two reasons. First, even apologies that seem based on robust knowledge can come to seem incomplete or inadequate in the light of subsequent learning and knowledge. Second, because apologies are complexly embedded (...) in longer-term processes of activism and response, they can contribute to their own unravelling by encouraging further consideration and inquiry. We develop these arguments by considering two Canadian cases that illustrate these dynamics: apologies that addressed, respectively, the wartime internment of Japanese Canadians and the policy of forcing Indigenous children to attend residential schools. Despite the lack of invariance problem (the many‐to‐many mapping between acoustics and percepts), human listeners experience phonetic constancy and typically perceive what a speaker intends. Most models of human speech recognition (HSR) have side‐stepped this problem, working with abstract, idealized inputs and deferring the challenge of working with real speech. In contrast, carefully engineered deep learning networks allow robust, real‐world automatic speech recognition (ASR). However, the complexities of deep learning architectures and training regimens make it difficult to use them to (...) provide direct insights into mechanisms that may support HSR. In this brief article, we report preliminary results from a two‐layer network that borrows one element from ASR, long short‐term memory nodes, which provide dynamic memory for a range of temporal spans. This allows the model to learn to map real speech from multiple talkers to semantic targets with high accuracy, with human‐like timecourse of lexical access and phonological competition. Internal representations emerge that resemble phonetically organized responses in human superior temporal gyrus, suggesting that the model develops a distributed phonological code despite no explicit training on phonetic or phonemic targets. The ability to work with real speech is a major advance for cognitive models of HSR. (shrink)

While the global threat of Ebola Virus Disease in 2014 was concentrated in several West African countries, its effects have been felt in many developed countries including the United States. Initial, select patients with EVD, largely among American health care workers volunteering in affected regions, were subsequently transported back to the states for isolation and treatment in high-level medical facilities. This included Emory University Hospital, which sits adjacent to the federal Centers for Disease Control and Prevention in Atlanta, Georgia.The first (...) domestic case of EVD occurred in late September in Dallas, Texas. Additional exposures of two HCWs generated an array of legal issues for state and local public health authorities, hospitals, and providers. Consideration of these issues led to extensive discussion among lawyers, public health practitioners, and other attendees at a late-breaking session on EVD and Legal Preparedness at the 2014 National Public Health Law conference. In this commentary, session presenters from CDC and Emory University share their expert perspectives on legal and policy issues underlying state and local powers to quarantine and isolate persons exposed to or infected with Ebola, as well as facets of hospital preparedness underlying the successful treatment of patients with EVD. Inspired by the work of intellectual historian J. G. A. Pocock, this 1993 collection explores the political ideologies of early modern Britain.

Here I propose to undertake a brief survey of the statements of the argument given by these proponents, formulating and qualifying as I go what seems to me a sound version of it, capable of withstanding both Ayer's criticism and others that I have developed. There must be additional ways in which the same or similar points can be expressed. Another review of Kant, Paton, Taylor, and Kenner would no doubt produce a somewhat different result. While Mindfulness-Based Interventions (MBIs) have been shown to be effective for a range of patient populations and outcomes, a question remains as to the role of common therapeutic factors, as opposed to the specific effects of mindfulness practice, in contributing to patient improvements. This project used a mixed-method design to investigate the contribution of specific (mindfulness practice-related) and common (instructor and group related) therapeutic factors to client improvements within an MBI. Participants with mild-severe depression (N= 104; 73% female,Mage = 40.28) (...) participated in an 8-week MBI. Specific therapeutic factors (formal out-of-class meditation minutes and informal mindfulness practice frequency) and social common factors (instructor and group ratings) were entered into multilevel growth curve models to predict changes in depression, anxiety, stress, and mindfulness at six timepoints from baseline to 3-month follow-up. Qualitative interviews with participants provided rich descriptions of how instructor and group related factors played a role in therapeutic trajectories. Findings indicated that instructor ratings predicted changes in depression and stress, group ratings predicted changes in stress and self-reported mindfulness, and formal meditation predicted changes in anxiety and stress, while informal mindfulness practice did not predict client improvements. Social common factors were stronger predictors of improvements in depression, stress, and self-reported mindfulness than specific mindfulness practice-related factors. Qualitative data supported the importance of relationships with instructor and group members, involving bonding, expressing feelings, and instilling hope. Our findings dispel the myth that MBI outcomes are exclusively the result of mindfulness meditation practice, and suggest that social common factors may account for much of the effects of these interventions. Further research on meditation should take into consideration the effects of social context and other common therapeutic factors. (shrink)

The idea that gauge theory has `surplus' structure poses a puzzle: in one much discussed sense, this structure is redundant; but on the other hand, it is also widely held to play an essential role in the theory. In this paper, we employ category-theoretic tools to illuminate an aspect of this puzzle. We precisify what is meant by `surplus' structure by means of functorial comparisons with equivalence classes of gauge fields, and then show that such structure is essential for any (...) theory that represents a rich collection of physically relevant fields which are `local' in nature. Over the past decade, the physics literature on torsionful non-relativistic gravity has burgeoned; more recently, philosophers have also begun to explore this topic. As of yet, however, the connections between the writings of physicists and philosophers on torsionful non-relativistic gravity remain unclear. In this article, we seek to bridge the gap, in particular by situating within the context of the existing physics literature a recent theory of non-relativistic torsionful gravity developed by philosophers Meskhidze and Weatherall (Philos Sci, https://doi.org/10.1017/psa.2023.136, 2023) we (...) also discuss the philosophical significance of that theory. Responding to recent concerns about the reliability of the published literature in psychology and other disciplines, we formed the X-Phi Replicability Project to estimate the reproducibility of experimental philosophy. Drawing on a representative sample of 40 x-phi studies published between 2003 and 2015, we enlisted 20 research teams across 8 countries to conduct a high-quality replication of each study in order to compare the results to the original published findings. We found that x-phi studies – as represented in our sample (...) – successfully replicated about 70% of the time. We discuss possible reasons for this relatively high replication rate in the field of experimental philosophy and offer suggestions for best research practices going forward. (shrink)
